However, the design adapted and created contemporary versions of the arch, recognising that 'historical imagery' can be a powerful means of communication, the minaret and the arabesque patterns. These are the dome, the arch, the traditional minaret and traditional arabesque patterns. Therefore the design of the mosque deliberately avoids the literal adaptation of icons typically associated with Islam. Apart from housing functions in effective and elegant ways, the mosque should signal the beginning of a search for an identity that will reflect the Singaporean mosque. Forum Architects, was mindful that the mosque, which won the project in a Muis design competition, being a public building had multiple roles to play. Its inauguration or Waqaf Ceremony was officiated by Mufti of Singapore Syed Isa Mohd Semait on 9th April 2004.
Beyond the imagery, the design goes beyond identity concerns and even community concerns to bring forth universal attributes of spiritual attainment like calmness, a sense of oneness and a relationship with the spiritual. Quite a few of these traditional symbols stem from Mughal, Ottoman, Mamluk or Safavid cultures and thus have little relevance to the cultural context of Muslims and Malays in Singapore.
Masjid Assyafaah is the fifth mosque under Phase 3 of the Mosque Building Fund (MBF) scheme. The result is that the complex is easily identifiable as a mosque, in contemporary and global Singapore.

The mosque complex is intended to be a focal point of community activities, catering to the social and spiritual needs of the Muslim community. The mosque was completed by February 2004. The main building work started on 10 July 2002. Ground breaking was held on 6th April 2002 and piling work was completed on 1 July 2002.
